This financial commitment is unprecedented in the municipality's history and corresponds to 277 contracts across multiple sectors.

At a press conference reviewing the past four years, Mayor José Carlos Rolo emphasized the "importance of these investments for the sustainable development of Albufeira." As this municipal term draws to a close, it is time to take stock of its accomplishments—exactly what took place in Albufeira Town Hall, which was packed with attendees eager to hear the Mayor describe the “largest volume of investment in living memory.”

José Carlos Rolo began by underlining the “exceptional difficulties” faced in recent years, including the pandemic, rising inflation, and a shortage of specialized labor. While acknowledging that “several ongoing challenges remain,” the Mayor highlighted the “significant efforts made by the administration to address critical issues such as public safety, social welfare, education, and housing.”

During Wednesday’s session, the book “Obras 2021–2025” was presented. It contains detailed information on all public works carried out over the past four years, organized by sector.

The “Schools and Educational Equipment” sector tops the list, with over €41 million invested, followed by “Social Action and Health” (€25 million) and Housing (€24 million). In total, nearly €144 million has been invested during this term.

The 277 contracts cover a wide range of works, including routine infrastructure maintenance related to roads, water supply, and sports facilities. Noteworthy projects include the renovation of the Ferreiras Sports Center and numerous improvements to public spaces—such as the construction of the Ferreiras Cemetery, which is currently in the public bidding phase with a budget of over €1.5 million.

The list also includes major structural projects that address longstanding gaps in key sectors. In healthcare, a standout initiative is the new Guia Continuing Care Unit, a €4 million project that will double the municipality's capacity to provide care for dependent individuals. The work is already underway and is scheduled for completion by the end of 2025. That same year, the Municipality plans to launch tenders for the renovation of the existing Albufeira Health Centre and the construction of a new wing, with €7 million in approved funding.

In the area of Social Action, a highlight is the Olhos de Água Home, Nursery, and Day Center, completed in 2023 with an investment of nearly €6 million.
Additionally, a new Fontainhas Home and Day Center is in the pipeline, budgeted at around €8 million, and also expected to be completed by the end of the year.

In Education, the 2021–2025 period saw the requalification of several facilities to improve conditions for students. This sector received the highest volume of investment, including work at EB 2,3 Prof.ª Diamantina Negrão School (€2.3 million) and the expansion of Ferreiras Elementary School (€5.6 million). A €15 million project to expand and renovate Albufeira Secondary School is about to enter the tendering phase.

Amid rising housing costs, the Municipality also increased its investment in affordable housing. The 40 homes built on Ladeira da Fonte, Paderne are now occupied, with the project costing nearly €5 million. Tenders are underway for further housing projects in Fontainhas (over €13 million) and Quinta dos Barros (approximately €6 million).

According to Mayor Rolo, “The book we are presenting today is more than just a retrospective; it is an act of transparency that we owe to our citizens.” He added that “there is still much to be done, and this publication also serves as a starting point for discussions about Albufeira's future—conversations we want to have with everyone who cares about our community.”
