The measure was approved at a city council meeting and covers establishments located on Avenida Sá Carneiro and adjacent streets, as well as in Baixada Santista.
According to a statement from the city council, due to the increasing number of reports that have been made public about the situation in the city's main nightlife areas, Albufeira City Hall has decided to restrict the sale of alcoholic beverages for consumption in public spaces in these locations between 11 p.m and 8 a.m. The ban is already in effect and will remain in effect until October 31st, with the possibility of extension if necessary.
The adopted text prohibits the sale of alcoholic beverages and related products for consumption outside of establishments. The goal is to prevent public disorder caused by excessive alcohol consumption. During the period in question, the sale of these products will only be permitted for consumption inside establishments.
The mayor explains that "the decision follows the enactment of the Code of Conduct and aims primarily to ensure the well-being of the municipality's population." José Carlos Rolo emphasizes the urgency of the measure and recalls that "in recent months, reports have been coming in of situations that have forced us to act without hesitation." For the mayor, "this decision is intended to signal that we are closely monitoring the evolving situation and that we will not hesitate to take further measures if deemed necessary."
The possibility of permanently restricting the sale of alcoholic beverages for consumption is currently under review, particularly as part of the review of the Regulation on Opening Hours for Commercial and Service Establishments of the Municipality of Albufeira (590/2018). Although the process is at an advanced stage, it will not be completed before the end of the peak tourist season. Therefore, José Carlos Rolo explains that "it was necessary to adopt measures to resolve the situation immediately."
According to the executive's decision, failure to comply with the ban may result in the immediate closure of establishments. Businesses found violating the regulations may also be charged with the crime of disobedience.
The measure applies to all commercial establishments located near Avenida Sá Carneiro. The ban applies to Rua Vasco Santana, Pátio Sá Carneiro, Beco Sá Carneiro, Travessa Sá Carneiro, Avenida dos Descobrimentos (entre a rotunda das minhocas e a rotunda do globo), Rua Mouzinho de Albuquerque, Rua Júlio Dinis, Travessa Antero de Quental, Rua Alexandre Herculano, Páteo da Aldeia, Rua da Vitória, Rua José Fontana, Avenida Infante Dom Henrique, Beco Infante Dom Henrique, Rua Ramalho Ortigão, Rua Oliveira Martins and Rua Vasco da Gama.
In downtown Albufeira, the ban applies to establishments located on Rua do MFA, Rua dos Telheiros, Rua Cândido dos Reis, Rua 5 de Outubro, Rua Alves Reis, Rua Ferreira de Castro, Rua Gonçalo de Lagos, Travessa 5 de Outubro, Travessa Cândido dos Reis, Avenida 25 de Abril, Avenida da Liberdade, Largo Engenheiro Duarte Pacheco, Cais Herculano and Praça dos Pescadores.
