In the bill submitted to parliament, PAN proposes changing the planning and management of sea beaches to create demarcated areas and regulations for the movement of pets, such as the need for leashes and mandatory waste collection.
In a statement, PAN spokesperson Inês de Sousa Real argues that "animals are understood as an integral part of the family and should be able to accompany their family" and argues that "in several European countries, such as Spain, Greece, and Italy," pets are already allowed on all beaches.
In the same statement, PAN also argues that this proposal aims to "combat the enormous scourge of animal abandonment that occurs during the summer months."
The party details that dogs are currently officially allowed on only six designated beaches, although the law already allows pets in commercial establishments, under specific conditions.
In the bill's explanatory memorandum, PAN argues that allowing animals in commercial establishments "has not caused any inconvenience" despite the "controversy" it has generated.
It also notes that, currently, "an owner who walks with their pet on a beach where it is not permitted is subject to a fine of up to €2,500."
For the PAN leader, "the legislation currently in force is not in line with the advances and understanding of society and the way it views companion animals."














Considering the quantity of animal feces left by owners on the sidewalks, trails, and public access passages, this seems like a VERY bad idea.

The fact is selfish dog owners already parade their beasts on all our beaches.
In the USA they have dog only beaches and very strict rule on all their other beaches.
Maybe that is a good place to start.
Failure to comply we can follow denmarks lead and feed them to Zoo animals like lions and tigers so they can eat the way they would in the wild

Overall the change to allow pets onto beaches is good. However it must be appreciated that no matter what activity is involved, whether it be cycling, horse riding, dog walking etc, the majority who act in a considerate and respectful way, will always be tarnished by the inconsiderate minority. Maybe as a stepping stone, allow pets on between certain times and see how it goes. I must say that James is obviously not a dog owner, and comments like his are not constructive in the slightest.

what a bonkers comment by James, 1st lions don't know poedels or french bulldogs in the wild and 2nd people should be able to bring a dog, not pets in general, a python wouldn't be a good idea . though cut an area off for bringing dogs, say 30% of the beach

Please nooooooo, for the love of God... I am already exhausted in seeing tourists urinate on beaches so they don't have to pay their 1 euro to use washrooms, go into the caves of Praia da Rocha to defecate or have sex, and the nitrous oxide bottles everywhere. And now dogs should be allowed to sweater in the sun for "prevent abandonment"? Do these political parties have nothing better to argue about, like squatters, drug use and lack of enough police to protect the public?

Separate beaches and not part of the beach where swimmers, children are. The owners do not pick up. The other day watched as they totally ignored to pick up, but had the last laugh. Wave came in and dumped the dump on them. Squeals of dismay. Now they know how it feels.

By all means allow pets on beaches, if they are under control. By all means also fine owners who do not clean up after their pets €2,500.
But don’t fine responsible, caring owners with well trained and socialised pets just for being together on a beach!
