"This may seem small, but they will improve people's quality of life," said the Prime Minister.
Another measure will ensure that address changes on the Citizen Card will automatically be extended to all documents in the state.
In this case, the Single Vehicle Document will always have the same address as the Citizen Card, thus eliminating fines for those with different addresses on the two documents.
Another measure announced was the possibility of making a trip on multiple public transport systems with just one ticket, not just within a specific municipality.
Montenegro said a virtual wallet will also be created with all the necessary documents for citizens and businesses to present to services when requested for a specific application or process.
The PSD president and prime minister also said there will be a support program for exchanging gas stoves and ovens for electric equipment, up to approximately 1,500 euros, and for scrapping cars over 10 years old in exchange for electric vehicles, with support of up to 4,000 euros.
Bravo….. welcome to the future finally. Now can you fix the current “no responsibility” issues?

It would be also nice if they changes the burocracy on changing the driving license. We have problems with the passport as that is renewed by the Dutch Ambassy and there is an other order of name. The Dutch ambassy don’t want to write a official letter that they have made this passport and to declare that then name on the old passport is the same as on the next one….we have been busy now for over one year. If you want, we can send you all the forms so that you can see that this is absolute nonsense…..Thank you very much.
Kind regards,
Mr. B. Van Beurden.

Does this apply ro Resident Cards as well as Citizen Cards
By B. Athey from Lisbon on 19 Aug 2025, 12:58
Good Question, B Athey. I have been mucking around for more than a year to change my address on my Res Card. Finally, I had an AIMA appointment in Leiria (yes, must be in person - sigh), BUT be warned - take every doc you can think of because it is too difficult for AIMA to advise you which docs they require. Anyway, I now have a further appointment all the way to Leiria in September because (how would I know this - sigh) the Caderneta is dated when I purchased my place BUT they need a CURRENT DATED CADERNETA.

Good intentions are a start, but without improving the attitudes of so many government functionaries, any proposals are dead in the water. There should be a standardisation of levels of service in all offices, and not at the whim of each agency, office or even employee to decide how to do their jobs so haphazardly. How about an immediate Customer Satisfaction survey as many businesses are doing, with retraining or discipline for those who refuse to adapt or improve? When I mention my unsatisfactory dealings with the bureaucracies to my Portuguese friends, they just shrug and ask us "What do you think we put up with all our lives?" Very sad.

But what will people do with their time if not spent in fighting the bureaucratic nightmare that is Portugal? Different rules for driver’s license expirations but never what the card says. Charging people taxes on non-taxable items like cars and retirement accounts. Requirement to change your address on documents but the government entities are not responsive. The pure ridiculousness of Portugal makes everyone’s lives more complicated for no good reason.
