Led by Sweden, the list compiled by the consultancy Global Citizen Solutions (GCS) analyses 200 countries and their passports based on three pillars: mobility, quality of life, and investment, according to a statement released today.

Under these criteria, Portugal appears in 28th position in the global ranking, four places below the previous list.

The Portuguese passport offers visa-free access to 124 countries and "this makes it one of the most desirable in the world, with very high scores in mobility and quality of life," says GCS.

According to the consultancy, the Portuguese passport is the 13th best in the world in mobility and quality of life, but only the 60th for investors.

Holders of Portuguese passports, it says, have visa-free or visa-on-arrival access to countries such as the United States, Germany, France, China, Japan, Andorra, Austria, and Belgium, "allowing virtually instantaneous travel around the world."

However, holders of Portuguese passports need a visa to enter about 13 destinations worldwide, such as Afghanistan, the Central African Republic, the Republic of Congo, Algeria, Eritrea, Ghana, and Liberia, it adds.

Europe occupies nine of the top ten positions on the list in 2025, while the United States has suffered a historic decline, falling thirteen positions (from 1st to 14th place) in the last four years.

The fall is attributed to political polarisation and increasingly restrictive immigration policies.
