Strategic priorities: delivering on a vision

The 2025 budget reflects the strategic goals outlined by the municipal executive at the start of its mandate. Two main priorities guide the action plan: the construction of new housing to respond to social and demographic needs, and the modernisation of water supply infrastructure, some of which had not been significantly upgraded in over half a century.

In parallel, the municipality continues to invest significantly across six central pillars: Education, Culture, Social Action, Sports, Public Space, and Municipal Works. These commitments ensure a balanced and inclusive approach to development, reaching every sector of the community.


Renewing the foundations — 50 years later

Many of Lagoa’s water and sanitation networks were installed more than 50 years ago. These aging systems, though functional, no longer met the needs of a growing, modern municipality — nor the environmental standards of the present and future.

Over the past 18 months, Lagoa has embarked on a major effort to replace two of its main water supply pipelines. These are not minor maintenance operations — they represent a deep, structural transformation of critical infrastructure. The replacement works are nearly complete, and final road paving is now underway in the affected areas. The total investment exceeds 3.5 million euros, and the benefits are manifold: improved service reliability, reduced water loss, and a future-proof system designed to withstand climate and urban pressures.

Concrete savings and environmental impact

One of the most immediate and measurable results of these interventions has been the reduction in water consumption. In 2024 alone, Lagoa cut its water intake from Águas do Algarve by 14%, representing 871,463 cubic metres less purchased and a financial saving of over half a million euros.

But this is not just about budget efficiency. It’s about a conscious and sustainable use of natural resources. In a time when water scarcity affects southern Europe more frequently, this reduction places Lagoa at the forefront of smart, responsible water management.

A cleaner, greener urban landscape

Environmental modernisation is not limited to water. In early 2025, the municipality completed the installation of 10 new underground ecological waste collection stations, strategically distributed throughout Lagoa. With a total investment of approximately 489,000 euros, these stations enhance the efficiency and hygiene of urban waste collection while also contributing to a cleaner and more visually appealing cityscape.


These improvements are part of a broader effort to rethink public spaces — making them more functional, sustainable, and aligned with the lifestyle expectations of both residents and visitors.
