As global leaders debate new restrictions in Geneva that could place filters under voluntary or mandatory restrictions, advocates are pushing for a full ban.

They cited the filters’ role in contributing to the 4.5 trillion cigarette butts discarded annually, 800,000 metric tonnes of which pollute the waterways.

Yeah, when I visited the Algarve back in the 90s, the beaches were littered with filters. But sand makes for an excellent ashtray, I guess. So I hope that smoking has been banned on the beaches since that time. Or simply ban the use of filters in cigarettes and let people smoke non-filtered brands only.
