During a procedural hearing at the State Reform and Local Government Committee of the Assembly of the Republic, Manuel Castro Almeida explained that this was one of the lines on the table, alongside those that could provide municipalities with financing for the acquisition, urbanisation, and infrastructure of land for housing or business/industrial areas.

The minister also said that the government will "transfer public buildings to municipalities, with priority given to those that convert them into housing."

Livre MP Filipa Pinto noted that "investment in public housing cannot exclude inland areas," questioning the minister about which land and buildings to be transferred are located in lower-density areas.

Castro Almeida acknowledged that state-owned properties are concentrated in metropolitan areas, "where the housing shortage is greatest," emphasising that "there are municipalities in Lisbon that are as poor as the poorest regions in the North."
