The resolution recommends the creation of “an independent and multidisciplinary mission structure” to evaluate, “in an objective and comparative way, how much it costs to live in the autonomous regions, in the national and European context”.
The aim is to guarantee a “plural composition of this structure, ensuring the inclusion of representatives from all the parties represented in the Assembly of the Republic”, as well as the government and regional governments of Madeira and the Azores.
The structure should also include academic and scientific entities of “recognised competence in the areas of regional economy, public finance and land use, planning and territorial cohesion”.
The assessment should include “analysing and comparing real costs” in health, education, transport of goods and people, construction and housing, as well as energy, supplies, food and essential goods.
A deadline of “no more than 12 months is recommended for the presentation of a final report, based on official data, comparative studies and economic evidence”, which will serve as a technical and political reference for the “reformulation of the State’s public funding model for the autonomous regions”, reads the resolution.
