Over the years, total investment under the Golden Visa programme has reached several billion euros, with one estimate suggesting a direct inflow of roughly €9 billion since inception.

The nature of investments has evolved with the removal of the real estate option, with investors now channelling funds into investment funds, venture capital, cultural donations and other non-property assets.

This inflow of high-net-worth capital is translating into tangible economic benefits.

Foreign investors often spend extended periods in Portugal, supporting local hotels, restaurants, retail businesses, and other services, thereby injecting demand into the tourism, hospitality, and consumer sectors.

From a macro-economic perspective, a report from the World Digital Foundation estimates that the Golden Visa programme has generated more than €54 billion in economic impact for Portugal — underscoring its importance as a cornerstone of foreign investment and national revenue.

The scheme retains strong appeal for investors due to its favourable immigration benefits. Golden Visa holders have freedom of movement across the 29 EU Schengen countries, minimal residency requirements of just seven days per year, and a pathway to dual EU citizenship and a second passport after the qualifying residency period.

Industry experts note that investor motivations have broadened significantly in recent years. Paul Stannard, founder of Portugal Pathways and the Portugal Investment Owners Club, highlights the shift toward more diverse investment channels.

“What we’re seeing now is a far more sophisticated investor base,” Stannard said. “People are looking beyond property, choosing opportunities that support long-term economic value and contribute positively to Portugal’s regional and cultural development.”
