According to Oliveira, there is a lack of public policies that contribute to reducing housing prices, and existing policies should be monitored.
"As in all countries that have already dealt with these processes, rent control and speculative price controls, that is, regulated housing, are completely necessary. There is no doubt about it," said Oliveira, speaking to Jornal de Negócios.
"What can't be done is case-by-case. In other words, we can't implement rent control measures without completing housing charters in municipalities, and this is a process that is already overdue. These charters serve to define where urban pressure zones are and whether, in a given city, that area requires rent control. Because there are areas where we don't need to impose such regulations," he added.
According to the OA president, it is urgent to "have adequate territorial management tools." "Housing charters serve this purpose, to indicate that in this municipality, this area and this area have a housing shortage, and this area doesn't. This area is under pressure, and therefore the Municipal Property Tax (IMI) must be increased for vacant properties," he emphasised.
Rent control is the death of private investment into residential property rental.
It is the primary cause of housing shortages.
Hundreds of billions of Euros are required to build enough houses to meet demand. Private capital is available in abundance, if politicians would just stop this totally discredited and outdated idea that prices can be set by government.
If you want a thriving, competitive, and ample supply of residential rental housing, just stop preventing investment and let people get to work.

This Architect Association President has no clue what he's talking about. Rent controls will cause a massive withdrawal of private rental properties, as it will no longer be as profitable to remain in the business.
Why do people fail to account for the second-round effects of a policy? If rent controls ever worked, surely all rents should be set to zero for maximum effect?
