The PSP has clarified this question on its social media, and have stated that you can drive in flip-flops, "but with common sense and safety."
Although the Traffic Code does not require or prohibit the use of specific clothing, it makes it clear that drivers "must, while driving, refrain from engaging in any acts that may impair the exercise of safe driving."
And, of course, there are situations where footwear can put driving at risk. For example, if it's damaged, poorly fitted, or has a slippery sole.
According to the PSP (Public Security Police), "wide or loose sandals" should also be avoided, as these "can get caught in the car's floor mat."
Driving without any footwear is not recommended, although it's not necessarily punishable. However, the Police make it very clear: "Driving barefoot reduces strength and control over the pedals."
My sister was in a car accident where the other driver wasn't wearing any shoes. Probably this contributed to the accident.

Many people drive safer on bear feet than many with fully shoed!

Driving barefooted is not dangerous. As for pedal pressure, in modern cars brakes are very sensitive and the best cars like XC90's do the emergency braking for you. A 35 year old Nissan Carinha on the other hand.....
