In a joint statement, the Ministries of Education, Science and Innovation, and Economy and Territorial Cohesion confirmed that applications must be submitted by 31 March 2026. Construction is scheduled to begin in the second half of next year, with a maximum execution period of 48 months.
The selected schools, covering lower and upper secondary levels, were identified as “Very Urgent” in the 2023 Sectoral Commitment Agreement signed between the Government and the National Association of Portuguese Municipalities (ANMP). Among them are Dr. Joºao Brito Camacho Secondary in Almodôvar, Michel Giacometti Secondary in Sesimbra, Luís de Camões Basic in Lisbon, Eugénio de Andrade Basic in Porto, and the secondary school of Serpa, Bocage in Setúbal, Dr. Jorge Augusto Correia in Tavira, and Camilo Castelo Branco in Vila Real.
Schools already approved under the Recovery and Resilience Plan (PRR) or benefiting from PT2030 support are excluded, except where contracts have been rescinded at the time of publication.
Municipalities must also present building or rehabilitation projects that contribute to the energy transition, and each application must be linked to a single school. Eligible costs include civil construction, exterior landscaping within school grounds, as well as the purchase of furniture, teaching equipment, IT, communication and sports materials.
The first €300 million tranche of the €1 billion EIB loan was signed in May by the Portuguese Treasury and Debt Management Agency (IGCP). According to the statement, a further tender will soon be opened for schools classified as “Urgent (P2)”.
