"The recent benefits for young people's access to their first permanent home have contributed to the growth of mortgage loans," with young people now "having a greater share in new loans," says the Bank of Portugal (BdP).
Thus, while between January 2022 and July 2024, the share of young people in new contracts for the purchase of permanent homes was 44%, in August 2024—after the decree-law exempting young people from paying the Municipal Property Transfer Tax (IMT) and Stamp Duty (IS) came into effect—the share of young people increased to 53% of the total number of new contracts.
Considering the first eight months of 2025, which also saw the effects of another measure establishing the State's personal guarantee scheme for young people up to 35 years of age, young people already accounted for 59% of the total number of new loans for the purchase of permanent homes.
According to the Central Bank, as of August, the accumulated amount of new credit agreements for permanent homeownership reached €12 billion, compared to €8.2 billion in the same period in 2024.
