In a report to Lusa on the 10 years of operation of the National Speed Control System (SINCRO), the National Road Safety Authority (ANSR) states that SINCRO detected 3,611,645 speeding violations in 10 years, and fines hit a record high in 2023, totaling 671,709.
Since 2023, infractions have been decreasing slightly, totalling 477,297 in 2024, 418,783 the following year, and 163,951 up to 1 July of this year. The second year with the highest number of infractions detected by SINCRO was 2018, when 515,838 fines were recorded.
SINCRO, which allows automatic detection of speeding violations, was created in 2016 with the progressive installation of the current 123 Speed Control Locations (LCV), 100 of which are Instantaneous Speed (VI) and 23 Average Speed (VM).
All radars in the National Speed Control System are always signposted, according to ANSR, which plans to install "in the near future" 12 new average speed control locations, which monitor the average speed of drivers by measuring the time it takes to travel a certain distance.
ANSR also reports that in the locations of the radars installed in 2016, there was a 23% reduction in the number of accidents with victims, a 71% reduction in fatalities, a 38% reduction in serious injuries, and a 22% reduction in minor injuries. Provisional data from ANSR indicate that road accidents and fatalities are increasing this year.
ANSR reveals that since 1 January there have been 89,763 accidents, six thousand more than in the same period last year, which caused 285 deaths (23 more), 1,728 serious injuries (87 more) and 25,846 minor injuries (475 fewer).

I have the same experience in Portugal, and all of the EU, along with most who are driving the speed limit. This is not unique to Portugal. If you ever drive from Vallejo to Sacramento in California you will know what I am talking about. A CHP told me they don’t bother with stopping anyone unless they are going 100 mph or higher because stopping others is impossible and just makes traffic worse.
