As of today, the petition has 685 signatures. The petitioner, Nélson Manuel de Oliveira Ferreira, writes in the official petition: “Every unfit driver is a real risk. Every mistake can cost lives,” and “When capacity disappears, the right must end.”
The petitioner further argues that: “From the age of 75, cognitive, visual, and motor decline is an inevitable reality. Reduced reaction time, loss of perception, and impaired judgment make driving dangerously unpredictable.”
Petition rules
According to government laws under Civic Participation, petitions with more than 1,000 signatures are reviewed in committee (where more specific issues are discussed before being voted on), and petitions with more than 7,500 signatures are reviewed in plenary (where laws are discussed and voted on).
In Portugal, the current legal framework does not establish a general age limit for driving in category B, but rather revalidations and individual assessments of driving aptitude, Postal reports.
Driver’s license categories
The petition ignites the discussion of the autonomy of older citizens and general road safety. In Portugal, driver's licenses must be renewed at different times depending on when they were obtained and the specific vehicle category.
Citing gov.pt portal, Postal reports that “for Category B and the remaining categories in group 1, there is no general maximum age for driving, provided the driver meets the renewal deadlines and maintains the aptitude required by law,” and goes on to explain that “The Legal Driving License Regulations stipulate that licenses in categories D1, D1E, D, and DE cease to be valid at age 67 and cannot be renewed after that age. In category CE, however, after age 67, the license is limited to vehicles up to 20 tons.”
The petition suggests the automatic termination of the validity of the driver's license at the age of 75 but also suggests creating alternative mobility options for the elderly population. Although the petition does not detail any solutions to such options, it emphasises the need to mitigate the impact of the measure on the daily lives of older people.

Some people are very fit at 75, some not so much at 55. So this is a ridiculous "one-size-fits-all" remedy that typically comes from government wherein it sees everything from that perspective. How about a driving test at 75 to weed out those who indeed have incapacities instead of a blanket prohibition?

The most reckless drivers we’ve encountered here in PT have been young men. They speed, make dangerous moves and don’t seem to be concerned about themselves or anyone else. My husband and I will move out of PT if this change becomes a reality.

Some 50 year olds are terrible drivers. Some 80 year olds are still in good shape and drive safely.
The simple solution would be to require medicals at agreed intervals over a certain age.

685 signatures, needs 7,500 to reach plenary — this is going nowhere, it's noise, not news. There's no precedent for this anywhere in the EU: no member state has an absolute age cutoff for a category B licence, the model everywhere is individual medical assessment (Spain, Denmark, Italy, UK — all frequency-of-checkup, not bans). The current EU driving licence directive revision moves the opposite way: more individualised assessment, not age-based cutoffs — and even that milder version is already criticised as discriminatory by elderly advocacy groups. Giving editorial space to an irrelevant petition as if it were a real debate is clickbait, not journalism.

If this nonsensical idea becomes law, the government will see a mass exodos of immigrant over 75's taking with them their pensions and investments and I for one will be joining them!

What a stupid idea.if you don't live in a city then you need a car to remain mobile as the bus services are non existent.
I have just revalidated my licence at age 72.I have been driving for 52 years and have had a clean license for all of that time with not even a speeding ticket.
Yes if you cause a serious accident then consider giving up driving but don't tar every one with the same brush.
What about the people who drive like total idiots and cause accidents.give them a life time ban and see what they think of that .

What about youngsters speeding through the narrow roads, and unpredictable behaviors of many drivers who seem to be unconcerned about the speeds they drive. What about vandalism from school kids that are not held accountable. What about the drugs and the abuse of drugs in the streets that nobody in government truly cares about. What about holding municipalities responsible for not investigating the vandalism and bringing tgose parents and their children accountable. The residents need to step up as your tax rate pays for the infustructures that make each place functional. If you see something record and report. Confront. For 3 hours they recorded a Portuguese 12 y boy drowning a dog - his attempts were feeble but luckily the dog got away. Nobody did anything accept record and watch.

Most older people need their cars to access hospital and doctors appointments as most rural areas do not have regular public transport. In our area there is one public bus a day, and access to the assisted travel is now very hard to get. This would isolate older people. There is already a medical required for older people. It should be based on ability to drive safetly not AGE.

I can understand the argument against older drivers. Cognitive ability slows down as you become older. One problem is that all the accident data reports show that the 18 to 35 year olds are the most dangerous age group and that insurance firms put 70 to 80 year olds in a low risk group. I think that some of the frustration with older drivers by younger people is that they tend to keep to the speed limits and the rules of the road.

I believe that at over 75 I am a better driver than some of the 20-40;Yr old Portuguese drivers regularly travelling at over 130 kph on the A22 and also some parts of the EN125-They drive with total disregard of other cars within the speed limit

This will never happen unless there is improved and free public transport at point of use. Someone who is 80 plus can have perfect reflexes and vision and is less likely to cause an accident than someone half their age and texting. Many ministers are over 75 so thankfully this will remain hot air.

I know plenty of septuagenarians and octogenarians who are physically active, strong, and cognitively with it. I cannot tell you how many times I have seen unsafe driving and excessive speeding from the younger generations, particularly young men. What a waste of time this is. This petition is going to go nowhere.

As a 73 year old member of the AIM, driving tuition in Portugal is poor, teach people how to drive properly and age is not a factor, by all means have a 5 minute test at 75 and every 2 or 3 years thereafter, but who will conduct such a test when tutor proficiency is so poor?

I will continue riding my motorcycles until I can nolonger hold them up stopped. Then I will use a trike.

This petition is still only a badly thought out petition from people who are very shortsighted and don't think about the consequences.
To go through with the proposal, the Assembly of the Republic will have to go against the EU directives Article 21 - Non-discrimination Charter, which Portugal has aligned with and incorporated into its Legal Framework.
Discrimination law in Portugal and the European Union prohibits unequal treatment based on: gender, race, ethnic origin, religion, disability, AGE , or sexual orientation.
Case closed !

Portugal is in the EU, and complies with EU law. The Portuguese driving licence follows the EU format, and can be used cross border in the EU also other countries in the world. People from other world countries can also drive in Portugal for a limited time. This is a medical issue, not knee jerk political one. The current rules for renewal of licences is quite standard between countries. People who sign this petition should think carefully, and perhaps find something more productive and useful to do. What about the speeding drivers, drink driving, drug driving, people driving with high levels of fatigue ? to name but a few?

I am happy to read that so many folks reacted to this idea, and all of them offering a positive and sensible attitude toward road safety. I agree with the positions presented. From my perspective, i started driving as an early teenager, before being of age to obtain a licence: living in the countryside, a long time ago. i got my licence at 16. I do not claim to have a perfect record, perfection is not of this world. But my only major driving accident was the day a high speed drunk driver hit me and totalled both cars. No injury in either car. I still maintain an Airline Pilot Licence but have retired from airline flying sometime ago. I still use my licence on private and commercial flights, but not airlines. I am 79 and fully healthy with a medical every two years, thank you !!
