This index, produced by the consultancy company Nomad Capitalist, examines 63 countries using five main criteria: safety and freedom, the ease of obtaining residency, quality of life and infrastructure, tax policy, and climate.
The country achieved an overall score of 70.09 out of 100 and continues to be a favourite amongst foreigners and digital nomads, a preference mainly due to the high level of safety and the ease with which residency permits can be secured.
Monaco is in first place in the global ranking with 73.89 points, and is followed by Andorra, the United Arab Emirates and Malta. Portugal fares better than a number of major European economies, such as Switzerland (which is 7th), Luxembourg (19th), Spain (42nd) and the United Kingdom (47th).
Portugal's strengths
When the assessment of Portugal is looked at in detail, it shows a strong record in terms of stability and safety; nevertheless, its score in the "climate and nature" area is more modest, this being due to the region's increasing vulnerability to extreme weather events associated with climate change.

The Portuguese no longer wants this type of migration particularly in Lisbon and Porto. We are full, can't host anyone else. Only economic migrants which are needed for low qualified jobs. Why the politicians voluntarily don't listen?

@Diogo. The politicians don't listen because people vote for the wrong ones and unfortunately Portugal, instead of following the example of Poland, is too afraid to upset its EU masters on the issue of open migration policies. You get what you vote for.
