The legislation aims to prevent animal suffering associated with captivity, transportation and training while improving public safety. The decision reflects growing efforts to restrict the exploitation of wild animals for entertainment and encourage more humane circus practices.

The ban takes effect on 1 January 2027 and covers 25 animal groups, including elephants, lions, bears, primates, giraffes and seals. Circuses will be prohibited from acquiring, breeding, training or displaying these species and their hybrids.

Animals already legally held by circuses may remain in their existing facilities but cannot participate in performances. Domestic animals, including horses, dogs and cats, are exempt from the restrictions.
