Decrease in serious crime

During the Superior Council of Internal Security, at the headquarters of the Internal Security System in Lisbon, the Prime Minister highlighted the decrease in serious crime, despite the “increase in reported general crime”.

During the meeting, the Annual Internal Security Report (RASI) for 2025 was approved and will be sent to the Legislative Assembly. Luís Montenegro stressed that the country has “reasons to envision a controlled situation in Portugal, to be able to present Portugal as a safe country”. Even so, the Prime Minister argues that it is important to “continue strengthening the work of articulation and coordination.”

Priorities in the fight against crime

Among the priority areas, Luís Montenegro says there will be a “reinforcement of the fight against drug trafficking”, with emphasis on “the increase in seizures and arrests”. The Prime Minister states that “it is a crime from which many others are committed”, referring to criminal activities “offending property, sometimes even people's lives, to the most sophisticated economic crime”. Luís Montenegro also says that “what happened in 2025 was the expression of a strategy that we outlined and that is having an effect with greater seizure capacity and also a greater number of arrests”.

Domestic violence

The crime of domestic violence was also pointed out as one of the State's greatest concerns, in a year in which 27 fatal victims were recorded. Luís Montenegro classifies the phenomenon as “a crime of terror”, guaranteeing “an incessant fight and also an ever-increasing support for victims, especially women and children and young people”, in a meeting that reinforced the articulation “between all the forces and services of the State”.

Road accidents

One of the highlights of the meeting was also road accidents, which Luís Montenegro defined as "a social scourge in Portugal."

Despite the reduction in fatalities, in 2025, the Prime Minister states that this factor should not be a mitigating factor, because Portugal recorded "more accidents." Thus, there will be a reinforcement of inspection and awareness in this sector.

Immigration

In the area of ​​immigration, Luís Montenegro states that the crime of aiding illegal immigration "also had more arrests in 2025," with the Government proposing a "regulated and humanist" strategy.
