The Retirement Abroad Index 2026, compiled by international health insurance provider Expatriate Group, placed Portugal fourth overall among 20 destinations popular with expatriates and retirees.

The study evaluated countries across five categories: healthcare quality, visa accessibility, health insurance requirements, cost of living, and the strength of expatriate communities.

Portugal was the highest-ranked European country in the report, finishing ahead of traditional retirement favourites such as Spain and France.

Researchers highlighted Portugal’s D7 visa programme, private healthcare system, mild climate and relatively low crime rates as key factors contributing to its strong performance.

The Philippines topped the global ranking, praised for its affordable retirement visa programme, low living costs and established expatriate community. Thailand secured second place, supported by its healthcare infrastructure and retirement visa options, while Colombia ranked third.

Portugal’s continued popularity reflects its long-standing appeal among international retirees seeking a combination of lifestyle benefits and practical advantages. In recent years, the country has consistently appeared near the top of global retirement rankings.

The report also pointed to Portugal’s established expatriate networks, particularly in regions such as the Algarve, Lisbon and parts of central Portugal, which can help ease integration for newcomers.

Elsewhere in the ranking, Sri Lanka and South Africa shared fifth place, while Malaysia and the United Arab Emirates tied for sixth. Mexico, Spain, Indonesia, Panama and Qatar also featured among the top destinations.

The authors of the study said the ranking was designed to provide a broader picture of retirement opportunities beyond traditional considerations such as climate and property prices, placing greater emphasis on healthcare access, residency pathways and long-term affordability.

While retirement priorities vary between individuals, the report suggests Portugal continues to be viewed internationally as one of the most attractive destinations for those looking to relocate abroad later in life.
