According to the document submitted today to the Assembly of the Republic, the internal security program shows total consolidated expenditure of €3,164 million—exceeding the €2,894 million the Government estimates it will spend this year—including funds related to the Recovery and Resilience Plan (PRR).
The Government also projects total consolidated revenue of €3,201.7 million for the coming year.
Police salaries take largest share
The proposed State Budget for 2027 (OE2027) highlights that personnel costs account for 76.5% of total consolidated expenditure, with an allocation of €2,420.7 million; notable among these are the wage bills for the National Republican Guard (GNR), at €1.19 billion, and the Public Security Police (PSP), at €1.15 billion.
The document also highlights the allocation for the acquisition of goods and services, totalling €206.3 million, of which €129.2 million is earmarked for security forces to fund PSP and GNR operations.
Funding for emergency and security systems
The Ministry of Internal Administration’s (MAI) OE2027 budget includes €94 million for transfers to the National Emergency and Civil Protection Authority (ANEPC) to support the Special Rural Firefighting System, as well as transfers to humanitarian firefighter associations. The executive’s proposal also allocates €174.6 million for capital asset
acquisitions—specifically €99.5 million under the Law on Infrastructure and Equipment Programming for Security Forces and Ministry of Internal Administration services, implemented by the Ministry’s General Secretariat (SGMAI).
The internal security program also includes a specific allocation for pensions and retirement benefits—implemented by the GNR (€127.2 million) and the PSP (€136.3 million)—which are “fully funded by tax revenues.”
Under the proposal, healthcare-related costs total €56.4 million for the GNR (€50.8 million funded by own-source revenue) and €39.9 million for the PSP (fully covered by own-source revenue).
The 2027 State Budget for the Ministry of Internal Administration (MAI) also includes a provision—budgeted by the Ministry’s General Secretariat (SGMAI)—for a €26 million compensatory payment to the company managing
Portugal’s Integrated Emergency and Security Network System (SIRESP). This payment is intended to cover “direct and indirect costs arising from the fulfilment of respective obligations, specifically the procurement of goods and services necessary to ensure the uninterrupted operation of the SIRESP network.”
The proposal also includes a specific allocation of €132.8 million related to the Law on Infrastructure and Equipment Programming for Security Forces.
