The first point was placed at Alameda das Universidades (PE09), a project that will continue over the coming weeks to ensure that 86 Emergency Meeting Points are spread throughout the city.
According to a statement from the Lisbon City Council, these locations, which had already been announced, "ensure the necessary assistance in emergency situations and facilitate the coordination of rescue operations, allowing emergency teams to respond quickly and effectively."
They were defined as part of the Review of the Lisbon Municipal Civil Protection Emergency Plan (PMEPC), considering the risks identified in the document, namely earthquakes, tsunamis, plane crashes, train accidents, fires, or floods, with "a serious impact on the city and resulting in the loss of housing and the need for basic necessities and care for a large portion of the population."
Thus, in the event of a serious accident or catastrophe that jeopardizes the safety of the population, evacuation of affected areas to Emergency Meeting Points may be recommended, with citizens required to remain there and wait for civil protection agents (police, firefighters, INEM, etc.).
According to the city council's statement, the locations of these points were defined through "a methodology of risk analysis and technical field visits," meaning they were technically evaluated taking into account criteria such as "exposure to natural and technological risks, capacity to accommodate a large number of people, accessibility, the condition of adjacent buildings, as well as other characteristics of the surrounding area."
According to previous information from the municipality, the 86 official points have, together, the capacity to accommodate more than 600,000 people and were established taking into account all parishes.
