Applications from UK residents for international residence and citizenship programmes are increasing, while Portugal’s Golden Visa programme is now directing substantial funding into the country’s arts and heritage projects.
Leading investment migration advisors Henley & Partners have recently reported a 15% rise in applications between 2024 and 2025 from people using UK addresses. Although these figures cover applications across all Henley’s international investment migration programmes, rather than for Portugal alone, this growing demand from its UK-based clients for residency options overseas is indicative of a wider trend of wealth leaving the UK.
For eligible British citizens considering Portugal, the Golden Visa offers a route to residency in Europe without requiring an immediate full-time move. The visa’s flexibility allows applicants to maintain family, business and professional commitments in the UK while developing their plans for Portugal.
Golden Visa funding for cultural projects almost quadruples
According to Portugal’s Ministry of Culture figures published in April 2026, Golden Visa-related funding for cultural projects reached €46.8 million in 2025, almost four times the €11.7 million recorded in 2024.
The funding supported 41 eligible cultural activities, either fully or partially. These included, for example, the creation of the Toy Museum in Caramulo, heritage restoration in Estremoz and conservation work at Lisbon’s Azurara Palace.
In August 2026, Portugal’s cultural strategy and planning office, GEPAC, published an updated list of cultural projects eligible for the Golden Visa, giving more transparency to those considering supporting Portugal’s arts and heritage through the Golden Visa programme.
Residency with flexibility for families
The minimum stay requirements in Portugal for Golden Visa holders are only seven days in the first year and 14 days in subsequent two-year periods. If they wish, Golden Visa holders can also apply to enrol eligible family members through ‘family reunification’.
Christina Hippisley, General Manager of the Portuguese Chamber of Commerce in the UK, said:
“For many people, the attraction of applying for the Golden Visa is having a choice about their future. They may want to spend more time in Portugal, prepare for retirement or create opportunities for their family, while maintaining their lives in the UK.
“The Golden Visa can offer that flexibility, but it is important to understand the investment requirements, costs and current rules before deciding whether it is the right route.”
Understanding the investment options
For those considering the Golden Visa in Portugal, there are two main routes.
Firstly, investing a minimum of €500,000 in qualifying (non-property) investment funds. Secondly, making acultural contribution to eligible arts and heritage projects, with the donation generally starting at €250,000. A reduced €200,000 threshold applies to qualifying cultural projects in designated low-density areas in Portugal.
Property purchases no longer qualify for Golden Visa applications. Cultural donations are generally non-refundable, while investment funds carry financial risk. Government charges and professional fees are additional.
What has changed in 2026?
Since February 2026, Portugal’s immigration agency AIMA is allowing Golden Visas to be renewed digitally through its Renewals Portal. However, visa holders or new applicants should continue to seek professionaladvice on current processing times.
Changes to Portugal’s nationality rules also took effect from19 May 2026. Since that date, British nationals applying for naturalisation in Portugal will now generally need ten years of legal residence. Nationality applications already pending before that date remain subject to the previous rules.
The Golden Visa provides residency in Portugal. Full citizenship (which includes a Portuguese passport) requires a separate application and compliance with certain conditions.
