Portugal's foreign resident population reached approximately 1.6 million in 2025, representing 14% of the country's population, according to the National Statistics Institute (INE). The figure has more than doubled since 2021, reflecting significant changes in the country's demographic composition.
International mobility also remains relevant to Portugal's investment landscape. According to figures reported by the Agency for Integration, Migration and Asylum (AIMA), 2,685 Golden Visa residence permits were granted in 2025, an increase of approximately 29% compared with the previous year.
Behind these figures are individuals and families navigating a range of requirements, from immigration procedures and financial planning to housing, relocation and language learning.
These interconnected needs are creating opportunities for businesses offering specialised services across different stages of moving to and settling in Portugal.
Addressing Different Stages of International Mobility
Francisco Lourenço, Executive Director at UPP Partners, highlights the importance of approaching international mobility from a broader perspective.
The company, the latest project developed by Portuguese business group Vermilion Group, provides consultancy covering Golden Visa, D7 and D8 Visa applications, investment and real estate advisory, financial and tax strategy coordination, and relocation services.
“Moving to Portugal involves much more than obtaining a residence permit. People need to understand their investment options, organise their relocation and, in many cases, prepare for language requirements. These are different stages of the same journey, and they benefit from specialised support,” says Lourenço.
The Role of Language in Long-Term Integration
Language requirements represent another consideration, particularly for foreign residents preparing permanent residency or nationality applications.
Portuguese A2 certification is relevant to certain procedures, although the requirements depend on the applicant's circumstances and the applicable legal framework.
For international residents balancing professional and family commitments, access to online courses and flexible learning schedules can make preparing for certification more manageable.
CipleMaster, an established language education company within Vermilion Group, offers Portuguese A2 certification programmes through live online classes, small groups and pathways that do not require a final examination.
The connection between UPP Partners and CipleMaster reflects an approach that brings together immigration, investment and relocation consultancy with language education, addressing different needs within the same business group.
As Portugal's international community continues to grow, the practical challenges of settling in the country highlight the relevance of specialised support across different stages of the relocation process.
