According to the note published on the Presidency's website, Seguro enacted the decree which, "in the exercise of the authorisation granted by Law No. 9-A/2026, of 6 March, approves tax relief measures to promote the supply of housing".

Among the government's measures is the reduction of VAT from 23% to 6% on the construction of properties intended for sale or rent for permanent housing, at "moderate prices" of €2,300 for rent and €660,982 for sale.

Other initiatives include reducing income tax from 25% to 10% to encourage owners to rent out properties "at moderate prices" of up to €2,300 per month, excluding capital gains tax on the sale of residential properties if reinvested in new properties intended for rent, increasing the limit for rent deductions in income tax to €1,000 per month, and applying the 7.5% property transfer tax to non-resident citizens when acquiring housing.
