The new system comes about as a result of the agreement reached on a Cooperation and Self-Regulation Protocol between Lisbon City Hall, ANA—Aeroportos de Portugal, the National Association of Light Passenger Road Transport, and the Portuguese Taxi Federation; its objective is to improve service standards at the capital's main airport and to fight against unlicensed operators by limiting access to the arrival area to vehicles that are authorised.

The change, which is due to come into force on 15 October, will abolish the use of taximeters for such journeys. It establishes fixed rates according to geographic zones and different time periods, including all the additional charges for luggage, reservations, waiting time, and the transport of pets.

For journeys within the Lisbon municipality, the fare is set at €16 during the day and €20 at night for Zone 1 (which includes parishes such as Alvalade, Avenidas Novas, Lumiar, Olivais and Parque das Nações) and at €19 during the day and €23 at night for Zone 2 (which covers areas such as Benfica, Campo de Ourique, Alcântara, Arroios and Santa Maria Maior).

The fare schedule also applies to routes outside the capital, with rates ranging from €36.80 to €44 for Oeiras, from €38.60 to €46 for Costa da Caparica, and from €53.40 to €64 for destinations such as Sintra, Estoril and Cascais.

The official statements and position of António Valle, Director General of the association, were made known through a press statement issued by Turismo de Lisboa, stating that the quality of the tourist destination starts the moment passengers disembark and that greater fare predictability enhances the role of taxi drivers as the passengers' first point of contact with the city.
